Joint ILO-IMO Tripartite Working Group in London
Violence, harassment, bullying, sexual harassment and sexual assault are a SAFETY issue!
The Second Meeting of the Joint ILO-IMO Tripartite Working Group: to Identify and Address Seafarers’ Issues and the Human Element was held in London, from 27th to 29th of February 2024. Odd Rune Malterud and Lydia Ferrad from NUME participated as elected representative of the seafarers.
Here is a summary of the main outcomes.
1. Terminology: "Violence and harassment, including but not limited to sexual harassment, bullying, and sexual assault".
2. Safety Protocols: Prevention from violence and harassment are considered part of the safety management.
3. Safety Training: including the Terminology competence will be mandatory for all seafarers from 2026.
4. ISM Code Implementation: Measures will be considered to support the implementation of the ISM Code, including clear responsibilities and procedures outlined in resolutions and guidelines, based on the current ISM code 1.1.10 “serious threat to the safety of personnel”
5. ISM Code Amendment to include the terminology.
6. MLC 2006 Amendment: Provisions of Convention C.190 will be taken into account in amending the Maritime Labour Convention, 2006, further enhancing protections for seafarers.
7. Awareness Campaign: A tripartite and inclusive awareness campaign will be launched, accompanied by the implementation of appropriate infrastructure in the workplace to ensure that seafarers feel safe and supported when reporting.
8. Data Protection: Ensure the protection of data collection of all personnel involved in these matters, to safeguard privacy and confidentiality.
9. Medical care - including Mental care.
These outcomes reflect a significant step forward in addressing the challenges faced by seafarers and promoting a safer and more respectful working and living environment within the maritime industry.
